Currently a reference build is not selected if it failed. This behavior can be toggled by using the option ignoreFailedBuilds. This option does only make sense if a quality gate sets a build to unstable. If the quality gate sets the build to failed, then this option should be changed, then only build will be skipped which are failed (but not because of the quality gate).
