Replace feedback files with OpenAPI Overlays [BLOCKED]

It seems that we're trying to reinvent the wheel with the FEEDBACK files. Using Overlay Specification v1.0.0 seems like a more appropriate solution. LLM will understand it, so does human. The contents of Overlay file is directly applicable to OpenAPI Document by existing tooling.

I propose to:

• Deprecate and remove all references to feedback.json files in documentation and code.
• Update FEEDBACK-FILES.md to explain the transition to OpenAPI Overlay Specification v1.0.0 and link to its documentation.
• Add a sample overlay file in /apis/{vendor}/{api}/overlays/ and update contribution instructions.
• Update all relevant documentation (README.md, CONTRIBUTING.md, etc.) to reference overlays instead of feedback files.
• Archive or delete old feedback files.

Please assign this issue to me so I can implement these changes.

Hi @hey-granth,

The plan sounds good! We're currently in the process of modifying our import pipeline with the goal of increasing the imported API quality factor. At this point we're not sure if the concept of feedback files will be completely abandoned or integrated with new Overlays approach.

We'll know in couple of weeks. So please until then, let's wait with processing this ticket.
