Add Ability to have multiple rulesets

In the future we might want to be able to have different rulesets for different types of events.

It would be nice to be able to easily create and switch between different rulesets.
In theory you could have a different ruleset for each round. if you wanted to run an event where you play different games or run different chalanges.
But I'll leave that out of scope for right now
