Duplicate keyboard shortcut R in Local Branches pane

Describe the bug
The keyboard shortcut R has a duplicate function in the Local Branches pane window.

To Reproduce
Steps to reproduce the behavior:

1. Go to Local Branches
2. Press x to see the menu.
3. There are two menus for R: rename branch and refresh

Expected behavior
Because in all other windows, pressing R is defined as refresh, it is better to keep it that way in the Local Branches window too. Currently, pressing R will rename the branch, and r is defined for rebase. It is suggested to use R for refresh and something like <Ctrl-r> for rename branch.

I also noticed a duplicate R key shortcut in the Commit window too.

At this point, is clearer from the menu that the R is a "Local" keybinding, and there is a shadowed global keybinding of R for refresh.

Unfortunately, there are only so many keybindings available in the world, so shadowing global ones for local contexts is an intended feature. And changing the default at this point would screw up many people who are used to pressing R to rename in that context.
