Windows: performance regression on staging individual chunks of a file

Describe the bug
It takes 2-3 seconds to stage a chunk of a file (used to be instant)

To Reproduce
Steps to reproduce the behavior:

1. Open git repo with unstaged files
2. Select some file in Files window
3. Hit enter
4. Choose some line
5. Hit space
6. It tooks 2-3 seconds to do it

Expected behavior
It used to be instant

Version info:
I repro-ed it only on Windows so far:

commit=5e388e21, build date=2023-08-07T14:05:48Z, build source=binaryRelease, version=0.40.2, os=windows, arch=amd64, git version=2.42.0.windows.2

If I manage to reproduce it on nix I'll git bisect it when I have time

@WhiteBlackGoose Any luck reproducing this? I'm doing an audit through the issue backlog, and hoping this has magically been fixed in the last year and a half 🤞

no idea, not using windows :D . I haven't had problems on other OS so far. I think it's safe to close it until it pops up again
