CosmosStore: Complain about large partition keys if not configured

Only the first 101 chars are used as a partition key unless the container is configured to support 'large partition keys'.

• On startup, a TaskCell should pick up the config and complain if presented a stream name longer than 101
• eqx init should have a 'long keys' option
