[ansible/xray] Enable xray installation in HA mode as well

Current ansible collections works perfectly for single node installation. However, when we want to install in HA mode we need to tweak rabbitmq config changes in the collections based on the master and slave nodes config.

There are some default values where this are not used in the roles.

xray_ha_enabled: false
