Please add "rt user-unlock <username>"

**Is your feature request related to a problem? Please describe.**
As an Artifactory admin, I'm always frustrated when I need to unlock an account and have to login then click 3 times, search for a user, and click unlock.

`jf rt user-unlock <username>`
