Minor fixes for system wizard #229
Description
- The wizard shouldn't save the IO_file and arm_file for all native or derived dVRK arms. The names are inferred from the serial number
- The default FireWire mode should be all broadcast
- For the foot pedals, we should allow any arm controller with a DLQA or QLA1 control, even if the arm is not used in the console
