Enable initialization of a workflow from a saved state (0.5d - time above other tickets)

This will enable editing of draft submissions

• Load a submission when entering the workflow (0.5d)

This is prerequisite for the following tickets:

• Initialize Agreements step (Be able to initialize Agreements step of the workflow with a draft submission (1.5d) #24) - 1.5d
• Initialize Metadata step (Add ability to initialize metadata step in workflow (1d) #25) - 1d
• Initialize Files step (Add ability to initialize files step in the workflow (1d) #26) - 1d
