Automatic filter splitting

Large filters generally consume large amount of resources of relays, and event they are at the risk of being rejected by relays (due to limitation of WebSocket message size).

On the other hand, clients tend to query events via filters with a lot of pubkeys to render home timeline etc.

It would be nice if fetchers automatically split such large filters on behalf of devs of clients.
