Summary

A 390px evening walk scored Compelling 1: first paint still clips the working rail, hides fleet-map names, and drops the five-tab nav on Parade and R&D. A busy operator can use the phone dash, but would not yet want it as the primary surface.

2. Fleet-map names are visible on first paint, or the empty-name state is explicitly labeled.
3. Parade and R&D keep the same five-destination navigation as Conversations / Goals / Issues.
4. The Issues filter label is not truncated mid-word.
5. Speaker notes render markdown links as controls, not raw [text](path) source.

Scope

Dash chrome at phone width: working ticker, fleet-map first paint, detail-view nav, issues filter label, parade speaker notes. Not a drive-by refactor of goals graph or R&D publication probe.
