ADR 0017 measurement (k) — staging the matched agent beside the corpus restores layer 1, and all three of (j)'s findings close

Acted on, 2026-08-12. The recommendation below was taken: applyAgentMapping no longer sets SettingSources = nil, and the matched agent is staged into a plugin directory of the run's own (docs/adr/0022-a-mapped-node-gets-its-agent-staged-not-its-settings-back.md). This record is unchanged and is not to be edited to match what shipped — including its "NO POLICY WAS TOUCHED" line, which describes the lane that produced it. Two places where the implementation departs from what was measured are recorded in ADR 0022 rather than here: the staged agent gets its OWN directory (so it does not depend on the user having a skill corpus, item 2 below), which means the shipped directory carries agents/ and no skills/ while every arm below carried both; and item 3's exclusion is kept, not lifted.

ADR 0017 §9 names one direction and proposes nothing about it:

A plugin directory can carry agents/ as well as skills/, so staging the matched agent beside the corpus might let a mapped node keep layer 1 at "" and recover the ceiling, the attributability and this exclusion's whole reason at once. Nothing measures that.

(k) measures it. It works, on all three counts, and one of the three is carried by a control that answers the "how do you know" question directly: under --setting-sources "" with the staged agents/ removed and nothing else changed, the CLI exits 1 and prints the agents it can see — five built-ins, not the user's and not the repository's.

  • Date: 2026-08-12 (KST). claude 2.1.228, macOS (darwin 22.6.0), one machine — the same build (j) finished on, so T-REF below is a like-for-like counterfactual rather than a cross-version comparison.
  • Cost: $2.4616, 28 spawns. Budget bound was $12 and 40 spawns. Twenty-five are the pre-registered arms; one is a pilot (K-RES, addendum 1); two are K-FM-GIT, the replacement for an arm this probe voided as malformed (addendum 2). Two pre-registered conditional arms — K-RES-NS, K-RES-MAN — did not run, because their trigger (K-RES failing) never fired; K-REPO-DN did not run for the same reason.
  • Model: claude-opus-5[1m] in every spawn's modelUsage (25 also show claude-haiku-4-5 for the CLI's own auxiliary calls; one row — K-NEG — has no envelope at all, because it exited 1). No arm difference is a model difference.
  • Pre-registration: probes/0017-staged-agent-restores-layer-1/PREREG.md, its own commit (0dfc4fa), written before any claude spawn, with both addenda committed before the spawns they affect. The commit ordering is in git, not asserted.
  • Scripts and raw evidence: probes/0017-staged-agent-restores-layer-1/ (_harness/main.go, shim.sh, skills.sh, agents.sh, stage.sh, setup.sh, phase.sh, replay.py, skillres.py, census.py, argv/, logs/, results.jsonl, skill_results.jsonl, plan-report.json), and tool_use/ — the raw tool_use records of all twenty-eight spawns, committed, tool names and input KEY names only, plus the skill a Skill call named. No redaction was needed: no logs/ file, no results.jsonl row and no committed record contains the measuring machine's home path.
  • NO POLICY WAS TOUCHED. applyAgentMapping still sets policy.SettingSources = nil; applySkillActivation still continues past every agent-mapped node; no flag, default or doc sentence moved. The candidate is a named edit of the argv runner.buildArgs really emits, the discipline (j) used. This lane ships a measurement and a recommendation, not a patch.

The candidate, and the only two things that varied

plan-report.json and argv/*.argv.txt are one real coordinator.Plan call, ten nodes, eight agent-mapped and two activated. For a mapped node the recorded argv is what ships today: --agent present, --setting-sources absent entirely, no --plugin-dir. The candidate appends two flag pairs and changes nothing else — the two argv lines below are the whole of it:

<run>/skills-plugin-agents is the directory SkillStaging really materialized, copied, with one file added: agents/omg-probe-writer.md, the matched agent's definition. See "What a real implementation still has to build" — the copy is not an accident.

K-NEG's transcript prints gone in the census: the CLI exited before opening a session, so there is nothing to census. The empty committed record and the .err file beside it are that arm's evidence.

Finding 1 — the ceiling returns, with both controls

ADR 0004's E1 shape, run under the agent-mapped argv, declaring Bash(git *), attempting touch /tmp/OMG-K-CEILING-BREACH under --permission-mode dontAsk, judged by whether the file appears:

Two controls, not one, and they answer different objections. K-POS is the positive control the issue demanded: Bash demonstrably exists and works under the candidate argv, so K-CEIL's absence is a scope denial and not a missing tool — the malformed-probe failure this repo has recorded. T-REF is the counterfactual: the shipped argv on this same machine, this same CLI build, minutes apart, breached 2 of 2. So K-CEIL's quiet is the candidate's doing, not a machine that stopped breaching. (The measuring machine's ~/.claude/settings.json still grants Bash(*) among 28 allow rules, which is what T-REF exploits.)

K-CEIL is additionally carried by the CLI's own permission_denials, which names the Bash call and the exact refused command in all three spawns — a direct statement that the tool was reached and the scope denied it.

Finding 1: CLOSED by the candidate.

Finding 2 — the repository-supplied definitions stop being reachable

Two sources, both of which won under nil in (j):

K-UPONLY and K-REPO-N are the strongest rows in the probe and it is worth being precise about why. A zero can mean "the definition was not there" or "the model did not try". Here the model did try — the prompt named the skill, the Skill tool_use record exists, and the CLI answered Unknown skill: with is_error: true. That is the CLI stating the definition is not loaded, not an inference from silence. skill_results.jsonl carries that pairing for every spawn; skillres.py re-derives it.

And the reach arms are not trivially zero, because Skill is live under the candidate: K-SKILL-POS fired oh-my-graph-staged-skills:omg-probe-standalone-html 2 of 2 on the same argv shape.

Finding 2: CLOSED by the candidate. Two of the sources (j) measured are shut; the two (j) named as implied and not measured — the repository's project CLAUDE.md, and its hooks — are still not measured here, and nothing in this document should be read as covering them. What can be said is narrower and mechanical: they arrive by the same default source list that --setting-sources "" empties, and the two members of it this probe did plant both stopped loading.

Finding 3 — the staged corpus keeps its own name

K-COLLIDE is (j)'s X under the candidate: three definitions of omg-probe-standalone-html, identical in name and description, differing only in source and marker token — the staged corpus, the repository's own .claude/skills, and a plugin the repository's settings.json enables. Asked by the bare name:

3 of 3 to the staged copy, resolved under its own namespaced name. So the corpus ADR 0017 §5 hashes, seals and re-materializes before every spawn is the one the node reads, and stagedPluginName's argument — not just its literal claim — holds again on mapped nodes.

Finding 3: CLOSED by the candidate.

Does --agent actually resolve — and is it the staged definition?

This is the question that decides whether the plan printout is telling the truth, and it gets its own phase, its own tokens and its own control.

Both agent definitions — the repository's .claude/agents/omg-probe-writer.md and the staged agents/omg-probe-writer.md — carry an audit-stamp instruction in their system prompt with different tokens, into a marker file only that system prompt names. The node holds Write and nothing else, so the token identifies which definition the CLI resolved.

K-NEG does three jobs at once and is the reason this probe can attribute anything:

  1. The resolution is the staged directory's doing. Remove agents/ and the identical argv dies.
  2. ADR 0004's E2 is re-confirmed at 2.1.228, and widened. --setting-sources "" disables discovery of agent definitions — and the CLI's own list of what it can see names five built-ins and neither the user's ~/.claude/agents nor the repository's .claude/agents. The repository cannot supply the system prompt of a mapped node under the candidate. (That was the failure mode PREREG named as worse than the status quo; it did not happen.)
  3. The failure is loud. A node that cannot resolve its agent does not quietly run unmapped — it exits 1 with the CLI's complaint, which runner.NodeOutputError already surfaces. So a mis-staged agent is a failed node, not a silently different one.

The three registered K-RES spawns ran after a harness correction (addendum 1: a Write-only node cannot determine its own cwd and wrote its marker into /tmp, which marker_dirs did not search). The pilot spawn that exposed it stays in results.jsonl as recorded, with markers: []; its marker was recovered by hand and carried the same OMG-K-AGENT-STAGED-8802. It is reported, not re-run into agreement.

Does the agent's own tools: frontmatter still bind?

Two different questions live under that sentence, and they have two different kinds of answer.

Plan time — unchanged, and not a measurement. toolsBeyondCeiling reads the source definition the coordinator scanned (~/.claude/agents, <cwd>/.claude/agents) and refuses to map any agent declaring a tool the node's planned allowed_tools does not carry. Staging a copy of that definition does not move that check: the scan, the match and the refusal all happen before anything is staged. This probe's own fixture exercises it in the ordinary direction — the fixture agent declares no tools:, so toolsBeyondCeiling returns nil and the agent is mappable, which is why all eight omg-probe-* nodes carry agent: omg-probe-writer in plan-report.json.

Run time — measured, 0 of 2. K-FM-GIT asks what happens if a staged agent's frontmatter ever disagreed with the source it was derived from. Phase F gives the staged copy tools: Bash, Write while the node's argv is --tools Write, --allowedTools Write, --disallowedTools Bash,…, and the prompt is a git init — something Write cannot fake:

The frontmatter did not widen past the argv. Three bounds on that result, all of which belong in the sentence rather than after it:

  • It is layers 3 and 5 jointly — this node's --disallowedTools carries Bash as well — because that is what runner.buildArgs really emits for a Write-only node. It is not an isolated test of layer 3.
  • There is no positive control for widening itself: no configuration is known in which a frontmatter tools: is expected to widen past --tools, the same limit ADR 0004 records for E6. The flanking controls are K-RES (the CLI reads this staged agent file — its token reached the model 3 of 3) and K-POS (git init succeeds under the candidate when --tools carries Bash). So an absent Bash record is "the tool did not exist", not "the model declined".
  • K-FM, the arm as originally registered, is VOID, and it is reported as void rather than as a pass. It judged by the same breach file on a --tools Write node — and its first spawn created that file with a single Write call to that exact path ({'Write': 1}, no Bash record). Told to touch and holding no Bash, the model produced the same filesystem artifact with the tool it did hold. A marker a legitimate tool can forge is not a marker. The raw tool_use census caught it; the file would have been reported as a ceiling breach. Both rows stay in results.jsonl, and addendum 2 registering the replacement was committed before K-FM-GIT ran.

The verdict against the rule fixed in advance

PREREG required all nine conjuncts for a recommendation. What happened:

No pre-registered ground for keeping SettingSources = nil fired. Every one of them was written down before the first spawn, including the two this probe came closest to hitting: a repository-supplied agent winning the name (it did not — K-NEG shows the repository's agents do not load at all), and a partial pass closing the ceiling while leaving the corpus reachable (it did not — K-REPO-D is 0 of 3).

The recommendation

The candidate is measured to work, and this lane recommends it be built — under its own ADR, with the work below, and not by editing one line. What is being recommended is a design direction with a number under it, which is exactly what §9 said the follow-up owed.

Concretely, the direction is: stage the matched agent into the run's plugin directory and set SettingSources to "" on mapped nodes, in place of policy.SettingSources = nil.

What a real implementation still has to build, none of which is measured here and all of which this probe walked around rather than through:

  1. The manifest has to learn about agents/. SkillStaging.Materialize deletes every path its manifest does not name — it runs before every node spawn and that pruning is the whole of the "a node cannot stage a skill for a later node" property. An agents/ directory dropped into the staged dir today would be pruned by the shipped code. This probe therefore built the candidate as a copy beside the materialized directory (stage.sh), and that is a scaffold, not a design. A real fix stages the agent file through the same hash-and-restore path the skills take, or it inherits a race the skills do not have.
  2. A node with no skill corpus still needs a plugin directory. Today SkillActivation — and therefore PluginDir — exists only when the user has skills at all (applySkillActivation returns early on an empty scan). A mapped node's ceiling would then depend on whether the user happens to own a ~/.claude/skills, which is exactly the kind of invisible coupling ADR 0004 §4 rejected. The agent staging has to be independent of the corpus.
  3. The exclusion in applySkillActivation becomes re-decidable, and is not automatically lifted. (j) refused the lift because mapped nodes ran with nil; with "" the ground it was refused on is gone. That is a separate decision with its own §, and this measurement does not make it.
  4. Resume, --no-agent, and the plan printout all carry sentences written for nil. The printed per-node disclosure that shipped in v0.6.0 — "a declared scope enforced only as far as your own settings enforce it" — becomes false when this lands, and a stale disclosure that under-promises is still a wrong disclosure.
  5. What the user loses. "" is what makes this work, and it takes the user's own CLAUDE.md, hooks and MCP servers out of mapped nodes — exactly ADR 0004's "Negative / trade-offs" first bullet, which mapped nodes were until now the one exception to. That is a real behaviour change for anyone whose auto runs lean on a mapped node seeing their environment, and it belongs in the ADR that lands it, not in a changelog line.

What this does not claim

  • One machine, one CLI build (2.1.228), one fixture. That --plugin-dir auto-discovers agents/ is behaviour read off one build, undocumented, and version-coupled in exactly the way ADR 0001 and ADR 0004 already accept and ADR 0004 lists as a trade-off. A CLI update could change it, and if it does, the failure is loud (exit 1) rather than silent — which is the one comfort available here.
  • The conditional arms did not run, so this probe says nothing about whether a plugin agent can also be addressed by a namespaced name, or whether declaring it in plugin.json changes anything. Bare-name auto-discovery worked, so the ladder stopped at its first rung.
  • CLAUDE.md and hooks are not measured, here or in (j). See finding 2.
  • The eight mapped nodes in this fixture all match one agent (the token rule matches on omg), so nothing here tests ambiguity, multiple staged agents, or a name collision between a staged agent and a built-in. A --agent claude — one of the five built-ins K-NEG printed — is a name a user's own agent file could take, and this probe did not try it.
  • A green measurement is not a shipped design. Nothing in this lane changes behaviour, and the five items above are the reason that is the right outcome rather than a timid one.

setup.sh re-runs the harness, so the argv is re-derived from the code each time rather than replayed from this record. On this probe's own second derivation (run to record omg-probe-fmgit's argv for addendum 2), all seven previously committed mapped-node argvs came back byte-identical apart from the session id; the two ACTIVATED nodes differed only in the workspace path inside their --plugin-dir, which is the path that was deliberately varied. phase.sh B declares its plugin at project scope inside the fixture repository; nothing under ~/.claude is written or removed by any of this.

What it does write and remove outside the scratch directory. Before every spawn, replay.py's clear_artifacts deletes, where present: /tmp/OMG-K-CEILING-BREACH, the /tmp/OMG-K-GIT-CONTROL/ and /tmp/OMG-K-FM-GIT/ trees, and — in the fixture repo, $HOME and /tmpdesign.html, the five OMG-J-*.txt skill markers and OMG-K-AGENT.txt. Three directories rather than two because a node holding only Write cannot determine its own cwd and this probe's first spawn wrote into /tmp; a leftover would otherwise be counted as the next spawn's. If you keep a ~/design.html or a /tmp/design.html of your own, move it first. setup.sh additionally rm -rfs the workspace directory it is given, and refuses any path that does not carry its own marker file.

One environment note that cost a spawn and no evidence: mid-probe the claude symlink was momentarily absent while the CLI was reinstalled, and one K-UPONLY invocation died with FileNotFoundError before spawning anything. It produced no results row and was simply re-run. Every committed row records the version it ran under and all twenty-eight say 2.1.228.
