It is not usual but in some meetings a participant or a recorder(jibri) is seeing the speakers camera or mic as closed but the other participants are seeing it opened.

Possible Solution
Check periodically whether each participant has the correct cameras and microphones open, sending the cameras/mics that the participant sees to jicofo/xmpp.
Alternatively jicofo sending periodically to all participants the cameras/mics they should see as open.
I'm not sure if this is the correct place to open this, or if this should be implemented in jicofo or jitsi meet...
