build(deps): bump tmp, @wdio/cli, eslint, eslint-loader and eslint-plugin-jsdoc

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependencies [tmp](https://github.com/raszi/node-tmp), [@wdio/cli](https://github.com/webdriverio/webdriverio/tree/HEAD/packages/wdio-cli), [eslint](https://github.com/eslint/eslint), [eslint-loader](https://github.com/webpack-contrib/eslint-loader) and [eslint-plugin-jsdoc](https://github.com/gajus/eslint-plugin-jsdoc). These dependencies need to be updated together.
