[Accessibility] ESC doesn't close the reactions menu after hover

What happened?

Our company had an accessibility scan done for Jitsi. This is the description of one problem in the accessibility report:

The reactions menu shown below opens on hover. Contents that open on hover, should be closable without moving focus (e.g. by pressing ESC). This is currently not the case for this menu.
