Make a custom theme for intellij 2019.1

Now that Intellij supports custom themes it might be a good idea to turn this scheme into a theme.

There are two main advantages to this:

• You can change all colors in the IDE to match the solarized theme, not only the ones in the editor window
• You can distribute the theme as a plugin for easier installation

The VS Code solarized theme might be a good source of inspiration.

I only noticed the new theming support in 2019.1 a couple of days ago and there has been some discussion in #161 after I added a comment about it there.

There is already a Solarized theme plugin at snowe2010/solarized-jetbrains, but I am thinking about turning this repo into one as well.

You should update the readme as well, with IDE Setting Sync'ed you cant install the theme as previously (you have to get it from the plugin marketplace)
