Add js-assessment

Hi,

I was thinking about a PR to add "A test-driven approach to assessing JS skills" https://github.com/rmurphey/js-assessment by Rebecca Murphey but I don't find a topic where the link can fit.
If any advice to sort out this question, I can directly make a PR.
