My fix was as follows:

        memory.get(0, bytes, 0, length);

        // find the null terminator first
        int nullPos = bytes.length;
        for (int i=0; i< nullPos ; i+=2) {
            if (bytes[i] == 0 && bytes[i+1] == 0) {
                nullPos = i;
                break;
            }
        }
        CharBuffer res = charset.decode(ByteBuffer.wrap(bytes, 0, nullPos));
        return res.toString();
    }
