chore: bump plugin version 2.38.5 → 2.38.6

Plugin-only patch capturing today's biggest fix:

- 260425-wfd: shipped plugin-local workflows/ dir (78 files) and
  rewrote 270 @-includes to ${CLAUDE_PLUGIN_ROOT}/ form. Closes
  Category B drift from v1.2 Phase 7 — 71 dangling workflow refs
  go to 0. Skills now load their workflow bodies as intended.

Files bumped: package.json, .claude-plugin/plugin.json,
.claude-plugin/marketplace.json, README.md.
CHANGELOG.md gets a v2.38.6 section.

Upstream still at 1.38.3 — no upstream sync this release.
