docs(paper): refresh executive summary and conclusion with 1y partial-ILP numbers

Update the abstract block (lines 5-50) and section 11 conclusion
to cite the merged 1y baseline (mean published 8.06, residual
7.55, 39.6% any-reduction, 3 CJs reaching residual=1) instead of
the prior full-ILP-only headline (8.65 / 8.22 / 34.5% / 0%).
Also update the corpus header (10,581 CJs, 7,400 full-ILP +
3,158 partial-ILP) and the section 10.X residual-comparison
bullet ($7.55$ on mainnet, $0.03\\%$ at residual=1).

The 8.65 / 8.22 figures remain in section 7.4 by design (they
quantify the partial-ILP uplift versus the prior baseline).
