Location of JWT and Private Claims sections

To me, these read more as background / prerequisite sections, rather than things that are specific to the authorization server setup.

Not sure if these should thus maybe move to be part of section 2?

Moved JWT section to prerequisite section. Private Claims details specific NMOS usage (rather than generic usage) and so has been renamed as "NMOS Private Claims". Does this seem reasonable?
