[Bug]: Menu Bar Layout does not give option to customize anything

Description

this is a fresh install on a new laptop.

It still hides everything, just cannot customize.

attempted fixes:

1. deleted ICE, reinstalled (into Applications directory)
2. restarted laptop

Steps to Reproduce

1. fresh install
2. grant permissions
3. thats it :)

Please use Ice 0.11.13 (macOS Tahoe Beta 2), this should fix your issue.
