[Bug]: MacOS Tahoe 26.5 update broke hidden elements in ice layout

Description

After the latest update of MacOS Tahoe 26.5, the hidden area is not support nested elements. Instead, the icons fall into the always-hidden area, which is not needed

Steps to Reproduce

1. Click on the elipsis icon in the bar menu to open the menu with hidden elements
2. The hidden elements do not appear
3. Open the ice settings
4. click on the layout
5. see all the hidden elements have fallen into the always hidden areas
6. Try to fix them by dragging and dropping
7. The elements fall again into the always hidden area
