Alway on Top toggle does not work

Hey,

I come from a issue with ahk_x11's AlwaysOnTop setting (phil294/AHK_X11#114). The developer uses libxdo in the background.
In the ahk_x11 issue I tested the command sleep 3; xdotool getactivewindow windowstate --toggle ABOVE, the window gets the 'AlwaysOnTop' property but it is not toggled. The window stays on top.

Any ideas what the issue is?

OS: Linux Mint 22.2, X11
Version: xdotool version 3.20211022.1 and 4.20251130.1 (build from git)
