BMD ATEM Tally For Panasonic PTZ's

Hi - running into an issue and hoping someone can assist.

Have a Blackmagic Design 2 M/E ATEM sending tally to Panasonic PTZ's. The PTZ's are using TSL5.0.

TallyArbiter is receiving correct data from ATEM, and the Panasonic cameras are getting commands from TallyArbiter.

After I manually add the camera as a "Device", and assign the source, I then build (2) "Actions" for Program Bus and Preview Bus

The tally lamp on the camera changes correctly, however, it will not go out if the camera is not selected on either of the busses.

I attempted to build (2) additional actions for Program Bus (Active OFF) and Preview Bus (Active OFF), however this almost always locks the Tally lamp in the OFF state.

I feel like there is something stupid I am missing in the actions menu to release the tally lamp the bus changes - any insight would be great! Thank you!
