feat: build docker container for ARM and with version tagging

A small PR to make my file easier:

• working with latest is not fun on kubernetes, you never know which version you get and updating is hell.
• i test on an M macbook with Orbstack, having an ARM image, while not needed, works a lot better
• i slightly adjusted the docs for using the docker container so that the files from "new" actually appear on the local disk via the volume

PS. I know literally nothing about compiling Rust, if the arm setup is not optimal, it's a literal copy + ai reviews that gave me this result
