Fix dependencies

Dpkg::Version and AptPkg::Config are listed as dependencies but there modules seem to not exist anymore at CPAN. By the way: how about migration to a modern distribution setup, such as Dist::[MZ]illa?

these two used to come from Debian packages, will have to check how it is now...
