Add new spacing-fixed tokens for 1000-1200 to Spec Utilities

To support Rating component, spacing-fixed values have been extended from 900 up to spacing-fixed-1200 in both Figma and Code.

We need to add new Spacers into Spec Utilities to support the increased ramp. Rating characteristic spec requires these.

Tasks:

• Create new branch in Spec Utilities
• Add spacing-fixed-1000 spacer
• Add spacing-fixed-1100 spacer
• Add spacing-fixed-1200 spacer
• Share for Design Review with Ivan
• Merge!
