Fix Link component "Underline=never" state bug in Figma

Problem

The Link component's Underline=never state in the main Figma file is not linked correctly — selecting this state does not remove the underline. When selected, the underline remains visible instead of clearing. This was raised by multiple consumers in the DS file. This is necessary for Breadcrumbs to Core #6810 for consumers who will want to toggle the underline on individual links.

Scope

• Investigate the Underline=never state on the Link component in the main Figma file.
• Correct the variant linking so the underline is removed when this state is selected.
• Confirm remaining underline states behave as expected — no regressions to other variants.

Acceptance criteria

• Selecting Underline=never on the Link component removes the underline in Figma.
• Other underline states remain unaffected.
• Change is verified in the main Figma file.
• Publish the change so it can be used in Breadcrumbs.

Spoke about this with @yunjungyeh - we might need to separate 'Never' as a different variant set. Breadcrumbs in Figma is dependent on this fix or else it'll have a bug when merging to Core.
