Decommission jenkins and testswarm

• Decom jenkins
  • remove tarsnap backup (can only be done from jenkins-01)
  • Turn off droplet in DO (turned off 6/6/2024)
  • Remove jenkins code from old infra repo https://github.com/jquery/infrastructure/pull/562
  • Delete droplet from DO (no sooner than 6/13/2024, a week after it being off)
• remove jenkins rsa key from puppet-03 (and -04?)
• Decom swarm
  • remove tarsnap backup (can be done from puppet-03 or swarm-02) swarm doesn't have tarsnap backups
  • run decom script on puppet
  • remove swarm code from this repo swarm: decom swarm-02.ops.jquery.net #51
  • Delete droplet from DO
  • remove testswarm-related items in the private repo
• remove subdomains from DNS
  • jenkins and build.jenkins from jquery.com
  • jenkins-01.ops from jquery.net
  • swarm from jquery.org
  • swarm-02.ops from jquery.net
