Village Names villages are disabled when RTG is present w. BugTorch

When BugTorch is present w. Village Names & RTG it seems to break Village Names village generation, and falling back to vanilla villages. With just RTG and Village Names the new villages are present.

Tested with runtimeOnly("com.github.GTNewHorizons:RTG:1.1.6-GTNH:dev")

I am unable to replicate this issue at all with release or dev builds of Village Names, and standard or GTNH builds of RTG.
