The onedriver programm is preventing hibernation on my device by refusing to freeze.
This occurs if there is an active drive sync after startup. Confusingly from what I found it does not happen if the drive is then turned off and back on again. So to be clear, the setting "Start drive on login" is the culprit here, disabling this (or manually turing of the drive when hibernation is wanted) "fixes" the problem
