Rule proposal: disallow aria-live="assertive"

I've heard the advice that assertive should almost never be used. One example of where it is appropriate is in the case of an actual emergency where the person needs to be interrupted so they can evacuate the area. I wonder if it would be useful to have a rule that restricts its usage?
