chore: Remove ESLint 10 peer dependency overrides

In PR #4022, we added temporary "overrides" in package.json to allow ESLint 10 installation alongside several dev dependencies that do not yet officially support it in their peerDependencies.

These overrides should be removed once the upstream dependencies officially support ESLint 10.

Upstream tracking issues:

• @babel/eslint-parser: No stable version of @babel/eslint-parser supports eslint v10 babel/babel#17951 / @babel/eslint-parser incompatible with ESLint 10 babel/babel#17804
• eslint-plugin-import: Compatibility with ESLint 10 import-js/eslint-plugin-import#3227
• @typescript-eslint/parser: Enhancement: ESLint 10 crash: @typescript-eslint scope manager missing addGlobals (TypeError during SourceCode.finalize) typescript-eslint/typescript-eslint#11830
• eslint-config-airbnb-base: eslint v9 support airbnb/javascript#2961
• @typescript-eslint/utils: (used via eslint-doc-generator, waiting on general typescript-eslint v8/v9 ecosystem bumps)
