How to allow Kanata to run on the Windows lock screen?

I've read #193, but I couldn't find any discussion on how to allow Kanata to run on the Windows lock screen. My use case is typing my password on the lock screen with my alternate keyboard layout.

I've tried running Kanata as administrator, but that still did not allow Kanata to run on the lock screen.

Is this possible? (I've personally experienced the problems of the Interception driver, so I would prefer not to use that.)
