I think the Claude workflow may be skipping incorrectly.

It skipped on my PR with:

Skipping Claude review because .github/workflows/claude-code-review.yml changed in this PR.

But that file was not changed in the PR.

Also looks like the job token is read-only, so it may not be able to leave PR comments even when it does run.

Might want to check:

• the skip diff logic
• workflow permissions for PR comments
