Add support for active and inactive dictionaries

• Dictionaries can be set as active or inactive
  • When a dictionary is active, search will consider it in "all dictionaries"
  • When a dictionary is inactive, search will not consider it
  • OCR should also omit detection of items inside inactive dictionaries

UI notes:

• Active / inactive dictionaries are separated by title and separator
• Note: Can consider greying out or some other indicator, but usually greying out indicates a button is not pressable, may not want to have that behaviour
