Is toggle-bind broken?

Saw this action in the change-logs and man page but I can't use it
fzf --bind 'up:toggle-bind' unknown action: toggle-bind

Tested on fzf --version
0.62.0 (d226d84)

I also built and tested git version #3b68dcdd

I can't find any information on either what it does or existence of people using it. Nothing in issues or discussions.

fzf --bind 'up:toggle-bind:'
