I'm finding that even when an agent can successfully use the notebook CLI to create a notebook, the notebook often fails various tasks that high-quality notebooks should follow. I believe we should encode the best practices of writing notebooks into our skill so that the notebooks produced will be of an overall high quality. Here are some links to good references:
