Resize is not applied when loading a saved configuration.

1. Configure a chart in the notebook. Notice the chart is about the same height as the controls.
2. Reload and re-run the notebook. Notice the chart is tiny as it was before resize was introduced.
3. Collapse and expand the controls. Notice the chart now resizes.
