7.1 Release Plan

This is an issue for the 7.1 release planning.

JupyterLab has started publishing pre-releases for the upcoming 4.1: jupyterlab/jupyterlab#14613

We should consider doing the same for Notebook by publishing pre-releases for 7.1.

The release date for 7.1 final depends on the progress made for JupyterLab 4.1.
