Support Windows Subsystem for Linux (WSL)

Description

Users who use Windows Subsystem for Linux (WSL) may not be able to run JupyterLab Desktop; see #591.

Expected behavior

Document whether WSL is supported, and if so, the minimum Windows version, WSL version, and other system requirements (CPU type, available RAM, etc) for this use case.
