Issue with dependency groups

I'm not sure if the issue is here, but when I used dependency groups for tests in nbclient, the minimum version test failed apparently because hatch didn't install the test dependencies. When I reverted that change, the test succeeded.
Dependency groups where not an issue with tests run outside of the base-setup action.
