Unable to restore secrets when backup with no cipher-Key

ERROR message:

>  .sanity fails 

Need a check for optional cipher Key while backup of secrets .
Like no generation of .sanity  while backup of secrets (whereas it generated .sanity even if we didn't provide with cipher Key).
or 
Just remove sanity check and work without cipher Key
