Extend dra-driver-sriov with SF support

similarly to device plugin we would like to add support in dra for scalable functions (SFs)
as SFs can be dynamically created, we should created/destroy them on the fly part of the NodePrepareResource NodeUnprepareResource calls

this case we report the PFs and the number of SF that PF can create
