[FR] Process graphs for disabled entities with available history

Currently for a recently disabled entity no graph is rendered.
The card is empty:

Compare with a stock history-graph:

(actually, history-graph is not perfect & has own issues, but this is not the point)

We should try loading a history even for a disabled entity.

Note that currently we show a "loading indicator" for existing entities in cases:
-- no history found (the entity was excluded from Recorder);
-- no history gathered (some performance or DB related issues);
-- an attribute option is defined - but this attribute is not provided by an entity.
