Feedback form for users without GitHub account. #78

Is your feature request related to a problem?
Users that do not have a github account can not add feature and bug requests. They should also have the possibility to request changes.
Describe the solution you would like
Add a form where people can write down their thoughts in the form of an email with subject and body. Perhaps it might also be relevant to add an input where people can write down information about who they represent: Developer, product owner, someone with interest in eIDAS 2.0 etc.
Acceptance Criteria
Form is accessible to everyone.
Email with the form information is sent to someone with maintenance access to the repository.
Information in email is anonymous except for the information that might be included in the form written by the requester.
