Invest the Culure info type and platform issue.

Found in #1231.

There are some of the issues that need to invest.
- Should language need to be related to the country(e.g: `zh-Hant-TW` or `zh-TW`), or should it be pure(e.g: `zh-Hant` or `zh`)
- Got no idea why `GetAvailableLanguages()` got different results in every platform(Windows, Linux, and osx.)
