[Umbrella] Bump Kubernetes dependency from v1.31.3 to v1.32.3

This issue is used to track Kubernetes dependency update tasks.

Prerequisites

• Needs new version of custom-metrics-apiserver, waiting for Update k8s dependencies to v0.32.2 kubernetes-sigs/custom-metrics-apiserver#194
  • Go with psuedo version: v1.30.1-0.20250418033306-136db5499fe7 and switch to formal version once it comes out
• Needs new version of metrics-server, waiting for chore: update kind image versions to latest and k8s dependencies to v0.32.3 kubernetes-sigs/metrics-server#1610
  • Go with psuedo version: v0.7.1-0.20250423033541-8049c0b5d76e and switch to formal version once it comes out
• Bump Golang to v1.23.x (@seanlaii, Bump golang to 1.23.7 and golangci-lint to 1.64.8 #6218)
• Explicitly suppress PB serialization from karmada-search serverside. (@ikaven1024, fix proxy request error with pb content type #6326)

Bump

• Bump Kubernetes with minimal changes. (@RainbowMango, Bump Kubernetes dependencies from v1.31.3 to v1.32.3 #6311)
  • Bumps k8s.io/* to v0.32.3
    • Breaking changes:
      • Move pkg path: Move k8s.io/apiserver/pkg/util/version to component-base kubernetes/kubernetes#128196
      • Update Storage Interface: KEP-3926: refactor: add delete options for Delete method in storage interface kubernetes/kubernetes#127777)
  • Bumps custom-metrics-apiserver
  • Bumps controller-gen to v0.17.3
  • Bumps controller-runtime to v0.20.4

Follow Up
Things should be cleaned up after the dependency bump.
